Tarrant County grand jury declines to indict in Grapevine police-involved shooting


FORT WORTH – A Tarrant County grand jury declined to indict a Grapevine police officer who shot and killed an unarmed Mexican national on the side of the road in Euless after pulling him over for a traffic stop in February.

Ruben Garcia-Villalpando, 31 — a father of four working as a mechanic and living in North Richland Hills — was fatally shot by Grapevine police Officer Robert Clark on the side of a highway on February 20.

According to authorities, the officer said he saw Garcia in a Toyota pickup truck near a Grapevine business in the 3500 block of William D. Tate Avenue, where he had been investigating a false burglar alarm. The officer pursued Garcia onto State Highway 121 into the nearby city of Euless, where Garcia eventually stopped.

Investigators said Garcia got out of his vehicle and failed to obey commands by Officer Clark to stay back. Clark shot Garcia — who was unarmed — twice in the chest. He died at a local hospital.

Dashcam video showing the encounter was released on Monday.
